Participação em eventos no exterior fortalece internacionalização da Ufes

Constantemente pesquisadores da Ufes são convidados ou têm trabalhos aceitos para a participação em eventos internacionais. Há ainda viagens destinadas a visitas técnicas e científicas relacionadas a convênios estabelecidos pela Universidade ou, diretamente, por atividades de práticas e/ou estudos desenvolvidos individualmente ou por grupos de pesquisa.

A partir desta semana, em uma parceria com a Pró-Reitoria de Pesquisa e Pós-Graduação (PRPPG) e a Secretaria de Relações Internacionais (SRI), serão divulgadas periodicamente no Portal da Ufes as atividades que estão sendo desenvolvidas em outros países por profissionais da Universidade. A sessão “Internacionalização da Ufes” mostrará o nome, local e informações do evento ou atividade que contará com a participação do pesquisador e as expectativas de desdobramentos futuros.

Dois Decretos regulamentam a participação de servidores federais em atividades no exterior, o nº 91.800, de 18 de outubro de 1985; e o nº 1.387, de 7 de fevereiro de 1995. O primeiro dispõe sobre os tipos e financiamentos de viagens: com ônus à instituição, quando implicam manutenção do salário e direito a passagens e diárias; com ônus limitado, quando mantém apenas o salário; e sem ônus, quando não acarretam em nenhuma despesa para a instituição. Já o segundo Decreto, inclui as agências de fomento à modalidade de ônus limitado, quando o salário é mantido pela instituição e as diárias e passagens são custeadas por entidades como Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq), Financiadora de Estudos e Projetos (Finep), Fundação Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes) ou Fundação de Amparo à Pesquisa e Inovação (Fapes), no caso do Espírito Santo.

A PRPPG estabelece uma série de procedimentos para a solicitação de afastamento para participação em eventos e visitas técnico-científicas. Eles vão desde a abertura do processo no Departamento ao qual o pesquisador é vinculado até a elaboração do relatório de viagem, passando, inclusive, pela publicação do afastamento no Diário Oficial da União.

Segundo o pró-reitor de Pesquisa e Pós-Graduação Neyval Costa Reis Júnior, a participação de profissionais da Ufes em eventos e atividades internacionais a convite, ou por terem seus trabalhos aceitos, é um reconhecimento do novo patamar que a Universidade vem alcançando com seus programas de mestrado e doutorado. “Ter uma pesquisa apresentada em um evento internacional, além da possibilidade de novos avanços e publicações, abre caminhos para novas parcerias, já que passamos a ser mais conhecidos e referenciados”, reforça ele.

Já a secretária de Relações Internacionais Patrícia Cardoso destaca que a Ufes já conta com dezenas de parcerias institucionais com universidades no exterior, e convida os profissionais que participarão de atividades em outros países a entrarem em contato com a SRI antes da viagem. Ela lembra que “podemos colaborar com informações sobre como formalizar convênios e fortalecer relações já estabelecidas, além de fornecermos material para que cada pesquisador seja um tipo de embaixador da Ufes, podendo abrir portas para outras áreas de Universidade”.

Ao longo destas duas primeiras semanas de maio, estarão participando de atividades no exterior representando a Universidade um total de 21 pesquisadores. As marcações no mapa representam onde estão os professores.

Participation in events abroad strengthens internationalization at UFES

Frequently, researchers at UFES are invited to participate in and present at international events. There are also opportunities for our researchers through paid technical and scientific visits related to agreements established by UFES as well as individual initiatives by researchers or their respective research groups.

Starting this week, in a partnership between the Senior Office for Research and Graduate Programs (PRPPG) and the International Office (SRI), the activities of UFES’ staff being developed abroad will be regularly publicized on the UFES website.

The section “Internationalization of UFES” will show the name, location, and information about various events or activities, including the participation of the researcher and their related future plans.

Two acts define the participation of federal public servants in activities abroad, Act n. 91.800 (October 18th, 1985) and Act n. 1.387 (February 7th, 1995). The first act concerns the types of trips and how they are financed:

With “full funding”, the institution pays for the salary, tickets, and accommodation for public servants, whereas with “limited funding,” it only pays the public servant’s salary.  

With “no funding,” the public servant receives no financial support from the institution.

The second act includes the financing agencies for the “limited funding” category, wherein the salary is paid by the institution and the accommodation and tickets are paid by agencies such as the National Council for Scientific and Technological Development (CNPq), Financing Agency for Studies and Projects (Finep), Foundation-Coordination for the Improvement of Higher Education Staff (Capes) or the Foundation for Supporting Research and Innovation (Fapes), here in the state of Espírito Santo.

PRPPG established a series of procedures to request trips to participate in events and visits.

The guidelines cover the beginning of the process, starting with the department where the researcher is located, through the writing of the travel report, including the publication of the travel authorization in the National Official Gazette (D.O.U.).

According to the Senior Officer for Research and Graduate Courses, Neyval Costa Reis Junior, the participation of UFES’s staff in events and activities abroad is an acknowledgement of a new level that this university has reached with its master and doctoral programs. “To have research presented in an international event, in addition to the possibility of new advances and publications, opens paths for new partnerships since we become more known and cited,” he stated.

The Head of the International Office, Patricia Cardoso, mentioned that UFES has several institutional partnerships with universities abroad. She invites UFES’ staff who will participate in activities abroad to contact the International Office (SRI) before traveling.

She emphasized that “we can help with information on how to establish agreements and strengthen relations that are already established, as well as provide resources so that each researcher can become an ambassador of UFES, paving the way for other areas of the University.”

In these first two weeks of May, 21 researchers will be representing UFES in various activities abroad. The points on the map show where professors are located.

Andrea Pedrosa Valli, professor in the Department of Computer Science will visit the University of Texas at Austin, in the United States.

Rafael Sartim, a professor of Industrial Technology, is participating in the 60th Annual Course of Industrial Ventilation in North Carolina, in the city of Raleigh, United States.

Gilvan Ventura da Silva, professor in the Department of History and Graduate Program in History, is visiting Ca’Foscari University in Venice, Italy.

Julia Schaetzle Wrobel, professor of the Department of Mathematics and Graduate Program in Mathematics (PPGMAT) is currently visiting the University of Lisbon, Portugal.

Patricia Alcantara Cardoso, head of the International Office and professor in the Department of Production Engineering and Graduate Program in Civil Engineering (PPGEC), is participating in the 28th Annual Congress of the Production and Operations Management Society (POMS), in Seattle, United States. She will present “Designing Practical Projects to Connect Engineering Courses to Production Plant,” which she wrote alongside Gisele Chaves, as well as “Mathematical Model for Supply Chain Design with Time Postponement,” which she co-authored with Marcos Wagner Servare Junior. She will also coordinate discussions in the “Supply Chain Inventory” and “Teaching topics in Logistics and Entrepreneurship” sessions.

Otavio Guimaraes Tavares da Silva, director of the Center of Physical Education and Sports and professor at the Department of Gymnastics and Graduate Program of Physical Education (PPGEF) is participating in the 14th International Meeting of Presidents of National Olympic Academies at the International Olympic Academy headquarters in Athens, Greece.

Gisele de Lorena Diniz Chaves, professor of the Department of Production Engineering and Graduate Program in Energy (PPGEN) is working on a project in collaboration with four French universities:  the Ecole Nationale Superieure d’Arts et Metiers in Paris, Ecole des Mines de Nancy, Ecole Nationale d’Ingenieurs de Brest, and Universite de Valenciennes.

Regina de Pinho Keller, professor in the Department of Environmental Engineering and the Graduate Program in Environmental Engineering (PPGEA) is participating in the Water Microbiology Congress at the University of North Carolina Chapel Hill, in the United States.

Rosimeire Pimentel Gonzaga, a professor in the Department of Accounting, will visit the Universa v Ljubljani, in Ljubljana, Slovenia.

Marcos Paulo Valadares de Oliveira, professor in the Department of Management and Graduate Program in Management (PPGAdm) is also visiting the Universa v Ljubljani, in Ljubljana, Slovenia.

Thomas Walter Rauber, professor of the Department of Computer Science and Graduate Program in Computer Science (PPGI) is participating in the International Joint Congress on Neural Networks, in Anchorage, United States, where he will present the work “Kernel and Random Extreme Learning Machine applied to Submersible Motor Pump Fault Diagnosis,” written alongside Thiago Oliveira Santos, Francisco de Assis Boldt, Flavio Varejão, Alexandre Rodrigues and Marcos Pellegrini Ribeiro.

Thiago Oliveira dos Santos, professor of the Department of Computer Science and the Graduate Program in Computer Science (PPGI) will also be at the International Joint Congress on Neural Networks, where in addition to the presentation with his colleague Thomas Rauber, he will present the work “Monthly Energy Consumption Forecast: A Deep Learning Approach,” written alongside Rodrigo Berriel, André Teixeira Lopes, Alexandre Rodrigues and Flavio Miguel Varejão.

Alberto Ferreira de Souza, professor of the Department of Computer Science and the Graduate Program in Computer Science (PPGI), will be another representative of UFES at the Joint Congress on Neural Networks, in Anchorage, United States, presenting “Neural-Based Model Predictive Control for Tackling Steering Delays of Autonomous Cars” written with Ranik Guidolini, Filipe Mutz, and Claudine Badue as well as “Following the Leader using a Tracking System based on Pre-trained Deep Neural Networks,” co-authored with Filipe Mutz, Vinicius Cardoso, Thomas Teixeira, Luan Jesus, Michael Gonçalves, Ranik Guidolini, Josias Oliveira and Claudine Badue,

Edson Pantaleão Alves, a professor of the Department of Education, Policy and Society and Graduate Program in Education (PPGE), will visit and collect data at the Veracruzana University, in Xalapa, Mexico.

Reginaldo Celio Sobrinho, professor of the Department of Education, Policy and Society as well as the Graduate Program in Education (PPGE), also is visiting the Veracruzana University.

Euluze Rodrigues da Costa Junior, professor of the Department of Languages, Culture and Education is also visiting Xalapa as part of the research project “International Comparative Study on Special Education.”

Anselmo Frizera Neto, a professor in the Department of Electrical Engineering and Graduate Program in Electrical Engineering (PPGEE) is visiting the Institute of Nanostructures, Nanomodeling and Nanofabrication at the University of Aveiro, in Portugal.

Denise Meyrelles de Jesus, a professor in the Department of Education, Policy and Society and Graduate Program in Education (PPGE);

Mariangela Lima de Almeida, a professor in the Department of Education, Policy and Society and the Graduate Program in Teaching, Basic Education and Teacher Training (PPGEEDUC);

Maria das Graças Carvalho Silva de Sa, a professor in the Department of Gymnastics and the Graduate Program in Physical Education (PPGEF); and Alexandre Braga Vieira, a professor in the Department of Education, Policy and Society, will visit the Universita degli Studi di Sassari, Italy.
